Yeah the context of this review is that Doom really massively impressed a lot of people with how much more "real" the environment looked than even its direct predecessor Wolfenstein 3D Followed by disappointment that the nature of the game is still the same

Yeah - the medium does what it's good at! The moral aspects are less significant here than a kind of boredom, maybe, with the possibilities offered?
Like, back to 4X games - each one has refined diplomatic options, and it's never REALLY gotten better. That's not saying that I think the games need to simulate peace better because it's more moral than war - peace actually is simmed OK in Civ with science, etc.
But I want to have a game where there can be high-stakes negotiations that might reach a breakthrough and might collapse into war, and it's almost never there. You can't be Bismarck.
Chris Crawford's 1985 game Balance of Power is a Cold War sim where the goal is to avoid an actual nuclear exchange, and if you fail you famously just get an ending that's just a paragraph of text saying "We do not reward failure", explaining why the war itself isn't playable

Oh yeah - I've played emulated versions of that semi-recently. Chiding aside about monochromatic mushroom clouds, it's at least an interesting concept that'd be worth trying out again.
