You seem to be conflating two different issues here: I'm objecting to the fact you made an obviously fallacious observation that's silly to anybody who's done reading in scientific literature. You ask me what the alternative is, I gave the alternative which was more specific.

And I get that cutting the bloat was part of the whole neoliberal jingo for years, and the role of right to work and union-busting in the 70's and 80's in downsizing labor unions in the "cutting the bloat" shit. That doesn't address my main objection.
