It reads to me as a kind of antisemitism without Jews: the tropes are there, but removed enough so that there's no conscious identification with actual Jews. But it persists and it's there if you want to run with it.

I mean, that's the thing - it's there because it's entirely an antisemitic mythology, just without the initial referent. If you're familiar with antisemitism, it's urgent and immediate, if you don't care about that, you won't notice because nobody says Jews.
