The lack of visible.consequence to the Muggle world is actually REALLY bad the more I think on it. Despite everything we're told, Voldemort poses so little threat to Muggle society that we don't even notice him. An evil THAT great should have had a catastrophic impact.

Like there's not even a 'eleven years ago there was a big unexplained disaster' like a lot of Urban Fantasy that uses the 'hidden from the world' trope. Voldemort straight up, going by the books, did nothing.
