Yeah I laughed at that joke but now I think there’s a good opportunity to overhaul Batman as a character and have him actually fight crime the smart way, by improving society. It’s already heard to come up with villians he can’t beat easily so make the villain the system

Good writers already have him doing that. Bruce Wayne uses his money and position to help others almost as much as Batman, and he has a real soft spot for the vulnerable. Unfortunately, opening a free medical clinic in Crime Alley isn't as exciting as fight scenes and explosions.

Do comic book superheroes really deal with street-level Crime anymore, though, as opposed to supervillains? I feel like even the Punisher is at least going after ringleaders of large-scale organized crime these days.

I mean, it's a superficial criticism most of the time. If there was meat to it, then it might hold something. I think it's the use of the trope not the content, because it's valid. Just like how there is a fascist read on superheroes in general. Or really all heroic fiction.
