"They've certainly got the time" refers to "someone who can afford a cleaner", which is NOT "everybody", it's not even most people, and it's certainly not parents in general

Note that "they've certainly got the time" does not include the word "more" It doesn't really matter if you have *more* time, it means you have enough privilege not to need to put someone else's life at risk
