In theory, Kantian theories of public reason are supposed to be non-coercive. But (a) it's not clear that they count as "enforcement" and (b) I haven't seen a plausible formulation of public reason yet.
My physical presence in my car driving down the right side is itself an incentive for you not to drive on the left side, it physically creates the danger of a disastrous collision But I'm not deliberately seeking you out to punish your for a crime, I don't even know you exist

We all just passively "vote" for whether the right side or the left side is correct based on our actions, and once one side "wins" it is a law "enforced" very harshly with steep potential penalties, but no one is formally *making* anyone do anything
