      They were in denial and hoping that eventually the kaiju would get bored and go away, even though there's no example of them ever doing this throughout the course of the movie (and the scientists repeatedly point out the kaiju are engineered weapons and not regular animals)

      The problem is the way the movie sets it up, the kaiju are this constantly exponentially escalating threat, which means they have to make constantly exponentially more powerful Jaegers, and the governments are right that they can't do this without going bankrupt

      They're completely fucked either way unless they succeed in some desperate plan to break the cycle by proactively attacking the Kaiju Masters through the Breach (the plot of the film), and they'd rather not think about that and instead retreat into denialism
