I always assumed it was more like the fantasy equivalent of organized crime. Like a ring for smuggling and fencing and design illicit substances and the like, the term “thief” being colloquial for “lowlife outlaw”.

It can be, but there's certain differences between how realistic organized crime works and an actual *guild* that tend to come up in the fantasy version of the trope
