There is no such thing. The act of writing in a genre requires some clichés and tropes or it ceases to be part of that genre. It kind of makes sense to me, that if you have a thief in a given place they have no reason to work with anyone but a fence, if you have two or three they don't have reason to work together but likely share the same fence, but above that there's risk of stepping on toes.

So if you're looking at a place that has enough people who own the sorts of things people might want to steal, it potentially reaches a point at which some level of cooperation becomes necessary among those seeking to steal from those people. Eventually maybe it gets formalized.
