This is correct. If you think businesses operate along some linear scale that where income-expenses-profits all smoothly track each other in the same ratios, then you've never run any sort of business.

The basic way it works is you can only file a claim for "involuntary" unemployment, a "voluntary quit" disqualifies you automatically

And even the governor's new guidance in your article doesn't protect people who simply don't want to expose themselves to coronavirus, only people who have a known exposure or risk factor
