Actually, in Death Note is it ever addressed why Light doesn't just start killing completely random people in addition to his usual MO to obscure who he is? Like, just get PDFs of phone books from the entire planet and write names?

Because that’s not who he is? He punishes criminals. That’s his thing. He also kills those who get in his way. But to go on a random killing spree just wouldn’t be his thing.

Keep in mind Light was chosen in the first place because Ryuk had bored of using the Death Note arbitrarily (the way the Shinigami usually do) and wanted to see what would happen if a human with an agenda used one

So whoever he picked had to be someone who would both keep on using it without giving it up and who would use it with some kind of specific agenda to change the world
