In fact you have to pull one of those economist tricks about "passing the cost along" to argue a tariff actually takes money from China You have to believe that China needs our business so much they'll slash their prices to match the amount of the tariff

I suppose they could argue that importers should just eat the cost. Then, over time, they would be incentivized to switch to other sources. But this is like "punishing" someone by tossing them a hot potato like they'll just hold onto it

That's not how you "raise a trillion dollars from China" in the short term -- if you use a tariff as an immediate revenue generator you're directly taking that money out of the pockets of US citizens
