The original explanation for the Humanoid Figure (the sponsor of the Suliban Cabal) was that it was an alternate version of Archer himself after he got stranded in a bad future But they decided this idea was hacky and bad, but then couldn't come up with a better one

Seriously the fanwank over what his mysterious and often contradictory seeming agenda was revolved around the speculation he was both trying to make sure the Federation existed and yet didn't get too strong early on because he needs the Federation-Romulan War to happen
