I mean, it's tricky to properly write a "due to [positive thing], [negative secondary outcome]" sentence, but logically, the "thankfully" clearly was intended to go with the "much lower mortality rate" part.
This was written edited and published by “the editorial board”. I would assume they know how to use words and punctuation. There’s absolutely no reason to trick yourself into thinking they meant something else
the only way for this to make sense is to use... I guess, the janky but precise 'thankfully much lower mortality rate'?? your interpretation didn't even occur to me because the grammar was so off - although I am very much on board with hoping for this sentiment behind it!
The concluding paragraph also re-states their position of "change is bad. We need policy to prevent any change from the status quo." If you're immersed in their political worldview that high unemployment/high wages is fundamentally worse than low unemployment/low wages -- because the former requires high taxes/high welfare payments to keep people alive, and that impinges on "freedom" -- then it all makes sense
