If you've seen stuff like Dr. Strangelove or The Caine Mutiny or Crimson Tide If you're in the XO/second-in-command position, and your CO goes crazy or evil or otherwise unfit for command YOU HAVE TO BE THE ONE TO RELIEVE THEM OF COMMAND AND ORDER THEIR ARREST

That's your duty, that's part of the point of your job You cannot let that buck pass to someone lower than you with less authority in the chain of command If you do ("Well it wasn't until all the troops revolted I saw there was a problem") you are in deriliction of your duty

At whatever point you are in the chain of command you're responsible if you choose to just pass the illegal order down the chain and the higher you are in it the bigger that responsibility
