Disney doesn't own Twitter (they could have but they passed on the deal) and they can't just unilaterally make up new rules about how copyright works on Twitter

I can’t see how it would be binding. A basic principle of contract law is that a contract is only enforceable if the parties each contributed something of value. Disney is soliciting donations. There’s no mutual exchange. (“Consideration”)

They're acting like you can "claim" a hashtag on Twitter as your property so that someone posting on it is the equivalent of submitting something to your website but this is really clearly false
