Monica is occupying that apartment illegally as a sublet from her grandmother, who gets to pay ridiculously low rent just because she's supposedly occupied it continuously for like fifty years (when in reality she moved out long ago)

It's not that people can't conceive of rent control as existing, it's that people who benefit from rent control to that degree are very rare (and often not particularly marginalized or needy) so it still pisses people off to see it as a convenient handwave in fiction
