Good question. I mean, to a certain extent globalization means you don't need to have your own raw resources as much anymore (otherwise Japan and the UK would both be very screwed), but water shortage is an active issue in SoCal.

Realistically the New California Republic exists in an environment where DC is in no position to be making any demands of anyone anymore and Montana etc are effectively terra nullius
