Rainbow Six wasn't a Jack Ryan novel, even though I believe they're in a shared universe. But what I recall is there was a novel with some sort of crisis, which got resolved, then a random subplot where a Japanese kamikaze passenger plane killed the President, then pandemic book

Pandemic is Executive Orders. The omnibuses include both Rainbow Six and Without Remorse in the chronological order, so *shrug*.

Ah, ok, so it's Debt of Honor (1994) with the absurd Japanese-do-9/11 plot, and then Executive Orders (1996), where Jack Ryan has to defend Iraq from invasion after Saddam is assassinated and the Iranians cause a pandemic.

The US existed as an entity prior to the Constitution under the Articles of Confederation, the Declaration of Independence made any of the colonies that signed it part of the USA and therefore any of those colonies' citizens became US citizens
