The Peacekeepers can't choose the Police State system under Politics, so it's *hard* for them to get to the point where they can commit nerve stapling, but it's not *impossible* (they might resort to it if the alternative is endless drone riots)

It's actually possible as a player from the start as Peacekeepers, only factions that can't nerve staple out of the box are Gaians and Morganites
