that's very smart as a legal liability matter- you don't want trainees doing something stupid over 20 bucks worth of merchandise. But...not every store is that bright, and they have some legal cover for using physical force to reasonably detain people.

it's the same concept as why Chicago police don't engage in high speed chases, generally. Yeah, the guy's going to get away after breaking the law. But it's not worth the risk of a high speed chase through the streets of Chicago.

I got the same advice when I did the training/job in California. We're basically just there to take notes, lol. There was a lengthy discussion on private persons arrest rules, but they also told us just don't do it, so
