Q: Do you think Cap was *already* able to life Mjolnir, in Age of Ultron, and faked not being able to? Or was he *almost* worthy, and then through later experiences became worthy before the battle in Endgame?

Cap's character archetype is the morally immutable paragon, and his character "arc" is much more about other people changing around him than about him changing (see also: Superman), so I'm pretty sure he could've lifted the hammer before the serum.

Yes! This! It's a huge character development. Thor had seen Mjolnir as his only redemption, his only purpose for so long that towards the end of the arc he was burdened by great purpose. He not only felt unworthy, in his eyes this was too much. Seeing CAP gave him hope.
