Libraries don't make those kind of judgement calls. They trust patrons to make their own value judgments. That's why they have all kinds of material.

Okay so they don't get to make the judgment call that having a bunch of stuff people would like to read is a life or death emergency situation They don't have the right to unilaterally change the terms of their agreement with authors to distribute THEIR WORK
