It seems to be based on this idea that physical violence is less harmful to children, or conversely that children are more likely to "take the right lessons from it" and change their behavior, none of which makes any sense just on the face of it and which research has disproven

Does the 8th Amendment apply? It may be something technical on legality, rather than a philosophical position. I assume that most of the people who want to beat children would also want to beat adult prisoners.

Ah, apparently it was banned by statute but never actually ruled unconstitutional
