Yeah people talk shit about bringing back old villains as lazy writing but it was so core to Lore's character that he always backed himself up somewhere and had some ridiculous plan to come back and show everyone how much smarter he was than them

And he IS core to this whole storyline, he's the whole original reason the Federation doesn't trust AIs and thinks, reasonably, that they might turn out to be psychotic mass murderers He's the reason people didn't trust Data, because he'd hack him or just pretend to be him

He's core to *Hugh's* storyline, which is why having Hugh and the ex-Borg's angst feature so prominently but not making him part of it is a borderline retcon

The last time we left Hugh and the ex-Borg on TNG they were dealing with the pain of being severed from the Collective by forming a nihilistic death cult that worshiped Lore as a god and believed he held the secret to true AI singularity and freedom from all pain

...you're right, they can't drop that. They should probably just bypass having Spiner play him by having him come back as a Soji double or something, but obviously he had to have known about the Reapers in that episode
