The question "is it reasonable to ask everyone to sacrifice literally their entire waking lives and hide like they're in war bunkers to protect vulnerable people" would never be asked if the vulnerable people weren't more or less evenly distributed through the population

That is indeed my question. Who benefits? It seems to me, nobody, financially, so this must be about power. But I repeat myself.

The benefit is that we don't have a massive social collapse. Like so much of our political discourse is about effectively man-made disasters, catastrophes of bad policy, and this are the majority - but sometimes natural catastrophes do occur!
