Landlords abuse this all the time, of course, but it's still supposed to be baked into the system, they can't just make you pay for everything that goes wrong with the apartment while also charging you rent

That's correct. Under the deposit schemes introduced about 10 years ago, it's very unlikely a landlord will keep hold of any of the initial deposit. Almost always the deposit will be returned in full. Rightly so if the tenant has looked after the property.
