Ideally we would be moving en masse to 100% vote by mail this year but that's not something anyone has control over And the reason, say, California doesn't have 100% vote by mail even though they work really hard to make it the default is it would still suppress the vote

There's always going to be some % of the population that forgets to vote or can't vote in time if it's by mail but might be able to do it if there's a local polling place

Mail in ballots seems most reasonable. Frankly it seems terrible you guys don't use paper ballots across all regions for recount purposes.
