The DNC doesn't hold primaries, state governments hold primaries The fight over whether to delay the Ohio primary or not was entirely between the (Republican) governor's office and the state courts, the DNC had nothing to do with it

Not the whole truth. The DNC's Rules and Bylaws Committee (by way of DNC staff) determine the incentives and penalties for a state democratic party's participation in the National Convention. That, in turn, shapes whether the state parties fight in court or exert power otherwise

Yeah and as the name implies they're only supposed to enforce rules and bylaws set ahead of time, in the interests of fairness They're not set up to make executive decisions over the course of a few days in a global pandemic That's the job of whoever actually runs the election

Even then they can't actually *cancel* the election and get the polling places closed They can tell the state they won't be seating their delegates and the election doesn't count, but they can't stop them from still holding it That's what happened in Michigan in 2016
