Not the whole truth. The DNC's Rules and Bylaws Committee (by way of DNC staff) determine the incentives and penalties for a state democratic party's participation in the National Convention. That, in turn, shapes whether the state parties fight in court or exert power otherwise

The "DNC" is free to change those incentives and penalties. It has been asked to do so. BTW, some of those incentives and penalties directly affect the delegate counts in the first round of voting for the presidential nominee.

Yeah if you read the body of this article it says that the EXISTING RULES FROM BEFORE THE VIRUS OUTBREAK say that if you delay your primary past the deadline in June (one month before the convention) you get penalized

the dnc had the ability to advise people to stay home; instead they encouraged them to vote. that is the issue. but there’s nothing a liberal likes more than being “correct on a technicality,” so i’m not sure why i even bother.

"The DNC" didn't have time to make any official statement at all in the time between March 10 and 17 when this blew up Tom Perez's statement on Monday didn't "encourage people to vote", he said "it's up to state governors" and "your health comes first"
