More to the point, there's no specific law against buying things to resell them because it would be very difficult to enforce and in most non-emergency situations would be a bad thing that would make large corporations more powerful

That's a law against selling it for an unreasonably high price, not the general concept of reselling things

The problem is price gouging is traditionally enforced after the person starts selling the goods, at which point they already have them in their possession In most places the law doesn't stop you buying the stuff in bulk in the first place
