I never thought of that tune as being about sex. I always just literally interpreted it as just hiding under the boardwalk for some light petting.

you may only be familiar with the edited-for-radio version; the original lyric is "we'll be making love," not "we'll be falling in love"

I know that throughout a chunk of history "making love" just meant a more general sense of "getting all lovey-dovey", rather than "actual sex", to the point that it could be used to simply refer to sweet-talking. That may have already been over by the time of this song though.

"Make love to" meant "woo"/"flirt with"/"hit on" for most of history, the double meaning of it meaning actual sex started as a joke in the 1920s, by the 1950s the joke was well known enough it was the actual meaning
