It depends, once again, on how you define "sex." Sex development has a bunch of different aspects, any of which can vary from the others in intersex people. If you want to say all intersex people are either male or female biologically, you have to clarify which aspects you use.

So someone with CAIS is "a male" despite having no external characteristics associated with cis men? Gonadal tissue is often internal, and people don't know what theirs is or is not until it becomes relevant, such as when they want to reproduce.
