Yeah - and a big part of the human risk isn't that rabid animals are more dangerous on their own, but that the disease makes them less able to do things like run away and hide, so they get approached by humans, who are then bit.

Or even rabid dogs, who aren't so much more aggressive or violent, but who are out on the street, and people want to help them.
