The fact that we frequently have general elections that come down to a plurality within a state is a huge bug, not a feature, it's not how they imagined it working

No, they actually don't. It's rather rare that an explicit majoritarian criteria is added to win, and is only widely in use a few variants- most notably systems with normal runoff elections, and instant runoff votes where you need a majority of *final* preferences.

It's certainly more common in delegate-based systems where the idea is to get a broader consensus, but that tends to be around issues less contentious than a high-stakes leader selection.
