The DNC indeed does not count votes in primaries because that's not their job Primary elections are administered by the state, and the vote in each precinct is counted by the county clerk's office

Lol no The person ultimately in charge of administering elections in Ohio is the Ohio Secretary of State, Frank LaRose, who has no connection to the Democratic National Committee (for one thing, he's a Republican)

Yeah and the overlap does not exist here, Frank LaRose has never been a member of the Democratic National Committee Nor are the people who actually physically count the votes, the many many poll workers from the county clerks offices across the state
