The better comparison might be to just compare the Northeast of China to the Northeast of the US, with the same reputation for "harsh long winters" but nonetheless being of great cultural importance to the history of the country, it's like Boston

Enh, Harbin's population is only 10.5 million at the prefecture level, and 5 million at the metro level. New York's MSA/CSA population is about 20 million. So, whilst the point you're making is valid, the comparison isn't as much.
