If, in theory, you were a supervillain dictator making top secret bioweapons, you *wouldn't* make them in a well known lab Dean Koontz could look up in the encyclopedia, with close ties to similar labs in the West and foreign scientists regularly coming to collaborate

Like the idea of a secret black ops facility somewhere that actually is secret, so none of us have any idea where it is or what they do, is not exciting You've got to posit that an existing lab that tons of people work at has a secret bioweapons department they don't talk about
