If, in theory, you were a supervillain dictator making top secret bioweapons, you *wouldn't* make them in a well known lab Dean Koontz could look up in the encyclopedia, with close ties to similar labs in the West and foreign scientists regularly coming to collaborate

Nor would you make it in a lab that was close to a major population center full of your own people, ideally I mean in books and movies and shit this is exactly why they have a SECRET black ops facility that's in the desert or the mountains or something

This is the problem with conspiracy theory culture, by its nature it requires believing in extremely powerful conspirators who can keep these really big important things MOSTLY secret and yet somehow always leave obvious clues randos like you can see or understand

Like the idea of a secret black ops facility somewhere that actually is secret, so none of us have any idea where it is or what they do, is not exciting You've got to posit that an existing lab that tons of people work at has a secret bioweapons department they don't talk about

I don't think everyone who RT that was saying it was exactly that - as stated in that book, or the other predictions book. It was more a case of chem warfare isn't impossible. Nor is getting immunity for those who wish to implement. That kinda thing.
