Yes, possibly, although countries like Germany and Japan have more of a "culture of compliance" than ours

They didn’t say that compliance is only due to harsh and violent enforcement but that for some groups this treatment is guaranteed no matter the infraction or lack thereof. Due to racism in police forces many people are forced to keep the lowest profile to survive
