you know how people insist (INSIST!!) that if there were no laws or enforcement of them everyone would devolve into violence and chaos? have you ever noticed that even at 2 AM, with no traffic around, no cops, and no red light cameras, people will wait for a red light

It depends on the country, and sociologists have even called "the red light index" (how likely you are to stop at a red light at an empty intersection and how long you're likely to wait there if it's stuck on red) for how "lawful" or "institutionalized" a culture is

The usual take is that Americans are unusually high on the red light index (and Japan is one of the few countries higher), and other people make fun of the idea of an American waiting at a red light on an empty road as a sign we're all whipped

This observation was from the 80s, long before cameras were commonplace But yes, the theory is that a "culture of compliance" partially comes into existence because of consistent enforcement of laws, although that isn't sufficient to create one
