My mom still talks about being in Germany in the ‘70s and seeing people wait until they had a green light to cross the street, even when there were no cars around. Yes, she does stop at deserted red lights at 4am.

In an anarchist society, the red light index would be higher during busier hours and lower during less busy hours. As it naturally should be.

Maybe It's very common in other parts of the world to treat red lights as "just a suggestion" and commentators talk about this as a sign of lower trust in public institutions It's a matter of some controversy how much safer vs more efficient this makes traffic

This observation was from the 80s, long before cameras were commonplace But yes, the theory is that a "culture of compliance" partially comes into existence because of consistent enforcement of laws, although that isn't sufficient to create one
