No, they aren't, but many of the dems who are in office now voted against gay marriage and for harsh anti marijuana penalties. They changed on these issues not from washington dealmaking but loud organized demand.

In fact one could argue that radical change is RARELY made in Washington deals, and when it is, like the ACA, it is often deeply hamstrung and caveated as a result of pass after pass of compromise. Pols trying to make each other happy instead of trying to mollify the loud public.
