It's still a very broken system. Vote splitting isn't well fixed by proportionality with a 15% threshold and it ultimately resulting in a single winner. Theoretically the delegates could try to divine what the actual highest utility winner is but plurality will generally rule.

We ought to be using something like Score to capture the full opinion of all voters and find the candidate that is most widely liked/least disliked.
