That's a really interesting proposition to tease out from a game design perspective. What you're describing is clearly not intended play, nor is it supported by the narrative or worldbuilding. It is supported by the aesthetic lifts, but through a degree of signification.

The thing is it's supported by the narrative to a surprising degree - it's very much one of the possible intended choices to join a Nord supremacist faction and adopt the xenophobic stance that the presence of any foreigners in Skyrim is cultural pollution

It's an interesting setup and I *think* you are supposed to take the path I did, which is be resentful towards the Empire, go meet up with Ulfric, and then be all "oh, heeeey, you're talking about me... I'm just gonna..." and then shout him to death.

RPGs in that era had this weird thing about thinking they were clever for having contrived reasons for your character to possibly work with people that explicitly tried to kill them

To be fair to ME2, the game was originally planned and some early parts were developed with Liara and the geth resurrecting Shepard and building the new Normandy

I know the point was always "You join up with one of the bad guys from the first game" and they thought Cerberus was more relatable than the geth But heretic vs mainline geth was both cooler and much easier to accept than this nonsense about "very fine people" in Cerberus
