You can only ostracize one person a year so even though usually if people were unhappy enough to vote for an ostracism everyone knew who they were mad at, surprisingly often there'd be multiple "candidates" and this two month campaigning period was fruitful

I don't know the history well enough for specifics but I remember hearing at least one time someone led the movement to get someone ostracized only to alienate enough people in the process that they were actually the one voted out
