It's not surprising. They tend to be the hardest to convince that any politician is actually going to do anything for them, no matter what they happen to promise, and in general much more realistic about the likelihood of change within the framework of the régime

Though it is worth noting that they did turn out in pretty substantial numbers for the 2016 primaries. That rare example of mass participation is why there was such widespread disillusionment (albeit unfortunately short-lived)
