I assume you’re referring to Harry the Duke of Sussex? To change his surname he’d have to have a surname to begin with, which he doesn’t.

I mean, he does, it's Mountbatten-Windsor It's considered impolite to refer to the royals as such but it is officially their surname for legal purposes

It’s more complicated than that™ That is the surname for male-line descendants of the Queen who do not hold a royal title. Those who do hold a Royal Title have no surname, but may use that one if they need to, even though legally it’s not actually right.

One of my favorite fun facts is the whole situation with the King of Greece passive-aggressively refusing to stop using the name associated with being the King of Greece on the basis that that's the only name he's ever had
