What the fuck is a "non-refundable security deposit". Isn't the point of a security deposit that it's refundable. If it isn't given back then isn't that just a bribe

I've seen this in context of mandatory carpet cleaning, like "no matter what we're gonna have to shampoo the carpets," but that's not usually a security deposit. A full security deposit that's not refundable is super common in Japan ("key money") but I've never seen it here

Because if you can't get it back then by definition it's not a "deposit" Calling it a "non-refundable security deposit" is a way to sneak in what's actually a surcharge or fee into the actual security deposit

What it is is revealing that from the landlord/manager's POV they don't care about the difference There's no actual legal requirement they keep the security deposit as a deposit in some kind of account, it's just income they can spend like all their other income

Which is why landlords put up fights over refunding the deposit, because to them that's just another expense, and if they've done a bad job managing their business they may not be able to easily cough up the cash
